Board of Constructions Appeals

The five-member Board of Construction Appeals hears the appeals to requirement(s) of the Building Code, Property Maintenance and Housing Code, Plumbing Code, Electrical Code or Mechanical Code, or an opinion or requirement of the building official. Decisions of this board may be appealed to the State Construction Code Commission. Effective July 1, 2005 the Board of Construction Appeals application filing fee is $500.

Board of Public Works Commission

This five-member board is responsible for overseeing the operations of the electric generating plant and water distribution systems. They make key decisions about how the ZBPW operates and ensure all decisions align with the community’s needs and interests.

Board Meetings

The city’s 3-member Board of Review meets approximately 5 times each year to review property assessments, hear assessment appeals, and make any needed corrections to the assessment roll. In addition, they may meet to be advised by city staff regarding assessments and assessment appeals, and to sign documents, certificates, affidavits, etc.

The board is also responsible, at its July and December sessions, to review appeals on approvals and denials of PRE (homestead exemption) issues. The Board participates in at least 1 training session each winter with Board of Review members from Ottawa and Kent Counties.

Board of Zoning Appeals

The Zoning Board of Appeals hears the appeals of those seeking relief from a requirement of the Zoning Ordinance, the order, decision, or opinion of the City’s Zoning Administrator, or the Planning Commission.  The Zoning Board of Appeals meets upon request on the third Tuesday of the month at 6:00pm.

ZBA Application for Non-single Family Residential Matter – $350.00
ZBA Application for a Special Meeting Hearing – $500.00
Other ZBA Matters – $500.00

This seven member board advises City Council on long-range plans and needs for the City’s cemeteries.

Nominating Commission

This five member commission selects willing candidates to run for elective city offices (mayor and city council) when nominating petitions have not been filed for twice the number of candidate positions available.

Planning Commission

The City’s Planning Commission consists of nine members: The Mayor, the City Manager, one member of the City Council and six other individuals that are appointed by the mayor subject to majority approval of the members of the City Council.  The Planning Commission meets on the first Thursday of every month.
The Planning Commission makes recommendations to the City’s Zoning Board of Appeals and the City Council regarding the Zoning Ordinance and any amendments or interpretations of it.  The Planning Commission may also make recommendations regarding subdivision regulations, new plats, annual public works capital improvement projects, and other land development matters referred to it by the City Council.

Shopping Area Redevelopment Board

This board plans for the maintenance, expansion, construction and rebuilding of parking lots within the principal shopping area; plans for the maintenance of the planters and other public improvements within the principal shopping area; recommends special assessments for improvements within the principal shopping area to the City; administers contracts for maintenance and construction if the Council has deemed necessary; serves as a communication link with the City and businesses located within the principal shopping area; encourages economic growth and the location of businesses and commercial enterprises within the principal shopping area; performs other tasks as may be designated by the Council and performs such responsibilities as prioritized by the Council.
