Permit applications can be mailed, e-mailed or dropped off at City Hall. We recommend calling our office before you take the time to fill out the applications because many properties outside of the City limits still have a Zeeland address!
Please note that all Mechanical / Plumbing Inspections require 2 (two) days in advance notice, including Sanitary Sewer Connection Inspections.

Development Fees
This fee schedule is for Building Permits only. All trade permits have their own fee chart (see respective applications to the left). All building and zoning fees can be paid with cash, check, or by credit card.
- Base Permit Fee : $50.00
- + $5.00 additional for each $1,000 in project value (For projects up to $500,000 in project value).
- + $4.00 additional for each $1,000 in project value after $500,000 (For projects over $500,000 in project value).
For Commercial/Industrial/Public Facility Projects Only:
+ Plan Review Fee which is 65% of the Building Permit Fee
Residential Rental Inspection Program (RRIP)
If you currently own, or are looking to own, a residential rental property in the City of Zeeland, it is your responsibility to comply with the provisions of City Ordinance Number 847 regarding residential rental properties.
If you are interested in receiving more information regarding the Residential Rental Inspection Program, please call the City’s Community Development Department. How frequently are residential rental properties inspected? Every residential rental property must be inspected a minimum of once every three years. Inspections will be completed every three years after the Initial Inspection. Please note: Complaints received about the property may result in additional inspections or inspections before the above stated dates.
What fees are associated with the Residential Rental Inspection Program?
The annual registration fee is $15.00 per dwelling unit (Example: the total registration fee for a four-plex is $60.00). The registration form is available under the useful forms tab. In addition, the inspection fee is $60.00 for the first dwelling unit, and $30.00 for each additional dwelling unit on the premises (Example: a two-family house would have a total inspection fee of $90.00). The fee includes an Initial Inspection and Re-Inspection of each unit. Inspections will be invoiced when they are scheduled.
What steps should I take if I would like to utilize my property as a residential rental property?
First, contact the City’s Community Development Department to begin this process. The steps include:
1. Complete and submit a Rental Property Registration Form.
2. Pay the rental registration fee and inspection fees.
3. Schedule an Initial Inspection.
4. Hire a licensed mechanical contractor to conduct a heating system inspection of each building (Form located under useful forms).
After the Initial Inspection, the property owner is given at least thirty days to make all of the required corrections prior to the Re-Inspection. Once all of the corrections have been made, and all of the documentation and fees have been submitted, a Rental Certificate of Compliance may be issued to you.

City Ordinances
The City Code is a codification of ordinances passed by the Zeeland City Council which is generally provided also for making copies of the codification available for public inspection and for distribution to the public. The Code requires enactment as the law of the City. Compilation and codification should be considered as successive phases of the process of organizing the City’s laws. Compilation makes the City’s laws more accessible, codification makes them more understandable. The compilation of ordinances is a vital and necessary tool in the office of the City Clerk.
