City of Zeeland Comprehensive Master Plan Rewrite (2026–2027)

In 2026, the City of Zeeland began a comprehensive rewrite of its Master Plan. A master plan is a long-range policy document that establishes a community’s vision for the future and guides decisions related to land use, housing, transportation, economic development, parks, public facilities, and other community investments.

The City’s current Master Plan was adopted in 2011 and updated in 2020. Working with Williams & Works and incorporating input from residents, property owners, businesses, community partners, and public officials, the City is developing a new plan that reflects Zeeland’s current needs and priorities and provides an actionable framework for the next 10 to 20 years. The planning process began in 2026 and is expected to continue through 2027.

The Planning Commission has completed its initial review of the first three draft chapters, which primarily document Zeeland’s existing conditions, natural features, community facilities, services, and infrastructure. These chapters are available below in draft form. The Commission will continue to make revisions as the planning process progresses, and updated versions will be posted when available. Additional draft chapters will also be added to this page as they are reviewed by the Commission. The draft materials begin with Chapter 2 because Chapter 1 will serve as a general introduction explaining the purpose and role of a master plan and will be added later in the process.

The City and its planning consultant are also beginning to organize the project’s public engagement activities. These will include:

• A community survey;
• At least two topic-specific public workshops; and
• A community open house later in the process.

The Planning Commission expects to begin reviewing and refining the community survey questions in November 2026. Once finalized, the survey will be shared through the City’s website and social media channels.

Also beginning in November, the Commission will consider potential topics for the public workshops, which are anticipated to begin in early 2027. Workshop dates, topics, and participation information will be publicized as those details are finalized. The open house will occur later in the process, providing an opportunity to review the Commission’s work and offer feedback as the plan approaches completion.

The Planning Commission will continue working on the Master Plan during its regular meetings, generally held on the first Thursday of each month at 5:45 p.m. at Zeeland City Hall. Residents and other interested members of the public are welcome to attend.

As community engagement opportunities are developed, information about the community survey, topic-specific workshops, and future open house will be posted on this page and shared through the City’s social media channels.
